Just over six months after New York’s Climate Leadership and Community Protection Act, or CLCPA, went into effect, the staff of the Department of Public Services of the New York Public Service Commission, along with the New York Research and Development Authority, or NYSERDA, have published a groundbreaking white paper proposing a framework and regulatory pathway for decarbonizing New York’s power grid.
